[FSPA] PinBaltimore Tournament Info & Registration Cap Announcement

Herb-style just means best game. We will be using the Neverdrains software,
so if you are familiar with their model, that is how it will work. Same
format as Magfest and PAPA qualifying.

Modified just means top three aren't linear e.g. non-modified is 1st place
on a game = 100, 2nd = 99, 3rd = 98, etc. With modified, (just a
hypothetical) 1st = 100, 2nd =95, 3rd =90, then it is linear, 89, 88, 87,
etc.

I won't know what the final delineation of points will be quite yet.
Depends on how many pre-reg we get.
