[FSPA] mousin around game rule confirmation

it doesnt go into the shooter lane either way, it feeds the right inlane
the loop is definitely supposed to happen, i just need to know if its
supposed to be allowed down there when the left loop lane wasnt hit - i.e.
if you go up through the bumpers instead should it be possible to leak down
there or not.
