[FSPA] Ghostbuster Proposal--CarPool

the problem isn't that it makes the game unfair, it's that it makes the
game unfun.  90% of the players in our league are not going to break 100
million on that game unless they play video mode on all three balls.  a lot
of players strongly dislike playing it for that reason.  it's just not
entertaining pr exciting to have a skillshot video mode determine the
winner for the vast majority of games.
