No there isn't anything like that in the rules that I saw but yes there should be.  I run a bowling league and yes we have that rule that if you are two weeks behind you take a dummy score.

Didn't we used to have a rule that anyone more than 2 weeks in arrears would receive forfeits?  Maybe it's time to do something like that, if people can't be bothered to find a couple of bucks to play league.
