[FSPA] IFPA Virginia State Championship info

Paul, it’s a state that has 24 finalists instead of 16. Per IFPA: "Any
States that have a minimum of 400 unique players and 100 events held within
that state during the calendar year will be eligible for that expanded 24
player final.” VA currently has 98 tournaments and 452 players, but there
are 4 tournaments awaiting approval so superness is inevitable.
