Not sure which "it" you're referring to.  Average ladder position has to do with assigning divisions, and absolutely does matter.

Fundamentally, the whole ladder / group movement system is designed to allow players "of similar skill" to compete against each other (priority #1), while also trying to let people enjoy playing a number of different opponents over the course of the season (priority #2).  The current system does this and handles all the edge cases "reasonably".  It may not always work the way you're expecting, but it should be following the documented rules and accomplishing the overall "priority #1" and "priority #2" goals.
