[FSPA] Mustang Sally league start time

Hi all,

I want to clarify the Mustang Sally league's start time.

Our official start time is 7:30pm and our hard start time is 7:45pm.

Please show up by 7:30pm, if you are running late you may request an
additional 15 minutes (7:45pm start for your group).
