[FSPA] Secret Update? Re: FSPA: Mustang Sally Results for 08/01/2023 (Meet #9)

I intended to drop Scott on week 9, but I forgot to do that when I
initially submitted those results.  I corrected that error without
republishing those results since it is a minor change.

The divisions were NOT supposed to change as they are supposed to be locked
in on week 8.  We are aware of this issue and are looking into it.  This
will be corrected before the week 10 results are published to the mailing
list.
