[FSPA] Call for FSPA end-of-season party host

FSPA is looking for potential private end-of-season party host, which hasn't occurred in a very long time.  This might not be feasible based on the large number of FSPA league players, but we're assessing based on responses.

Our backup plan is to organize the end-of-season party at one of our league locations.  Tentative party dates are between 9/9 and 9/23.
