[FSPA] VBH Preplays for Steve J

The rules state that "At least one other player must participate in the preplay."  As it is a one player game, one could make the argument that watching and verifying could be classified as participating.  It's something that should be discussed with the execs in the off season to clarify in the rules.

I have a related question with regard to Aquarius and preplays. Is it really necessary to play single-player game like this "with" someone else? I didn't, because I'm not sure what it would do since it's a single player game. I didn't make her play a game before or after me.
