[FSPA] Steve and Ashley P. missing VBH

ease of administration was poor wording on my part. I was referring to the
officiating side of this specific rule, making it easier to be sure of
groupings after I.e. someone misses 2 weeks with no preplays, officials
(and everyone else) can be sure of the groupings vs my proposal of the 9th
forfeit being the breaking point, where said player would be included in
the groupings but then on the first game would achieve their disqualifying
ff, and then what?

I was referring to clarity of officiating (for both officials and players)
when I initially said "ease of administration"

Joe K can explain better, as I am really tired, and he explained this all
to me in an offline conversation.
