[FSPA] CarPool playoff info for 8/14/18

My two quarter-slugs:

1) I think we take too many people to the playoffs in certain league
configurations.  I know the rule of thumb is roughly half.  I'd prefer
something around a third once you get large enough (for example, I would
never want to go less than 3 in a division).  I'm in agreement that
5-person playoffs almost always feels bad and shouldn't happen any more.

2) 5 (or more!) divisions seems silly to me.  Is there really that much
differential between say, C and E, or is it just a contrived structure to
advance extra people into the playoffs?  My thought on this would be to
extend the amount of people in a given division before spawning a new one,
and never more than four.
