[FSPA] VUK Preplays for Rob and Doug

I don't know how you have your JJPOTC set up there, but you might consider
adjusting your plunder settings..  There's a decent thread about this on
TF, but the gist of it is that it's possible to plunder other people's
points and alarmingly, balls.  This means it's entirely possible to play a
full, legal game of JJPOTC with less than 3 balls played, or to lose
position when you were ahead if someone steals your points, and I can't see
how this would ever be given compensation under FSPA rules.

Plundering balls is pretty rare, but we've got special rulings for worse.
