Unless things changed in the last week or two, that's not 100% accurate.

The plans were originally to create a 3rd floor / rooftop situation.
However, their permits were denied for an additional floor (so the elevator
they installed makes less sense) - so the "Bleacher Section" on the second
floor will be the new location of the red room for the time being at least.

This update came to me from a long-time bartender 2 or 3 weeks ago. It's
possible that a miracle happened since then and the third floor is now a
good time again.

I am a regular there, and I'd love for the 3rd floor plans to be back
underway.
