 Most would argue being moved up is not being rewarded... as he will have to play tougher competition (on average) than if he did not move up.
The effective points are in fact doing this exact thing... preventing players from artificially playing in lower groups than they should be (and thus gaining an advantage).
Remember, while Tim moved up... he still got no league points for that game.  So the net effect is he moves up with LESS league points.  
Effective points are for group movement only.  He still gets a zero for the game in what matters... league points.

Hmmm... in what situation do you think they should apply, if not that situation?  For the games he played, Tim averaged 3 points per game, while you averaged 2.5 points per game... why would it be more fair to leave him in a lower (nominally easier) group next week when he performed that strongly?

Ah, the effective points debate... a season without it is like a day without sunshine...  :D
