Many servers don't synch correctly, or aren't configured right.  NIST 800-53 has an actual set of controls regarding time synching and how to ensure servers are using and properly checking that their server time is within a certain range.  Commercial companies probably don't care as much, they set it once and forget.  Even a couple seconds could make a difference if someone is looking at their phone or computer clock waiting for the 12:00 to show up.  Ergo, F5 for two minutes, lol.

Ehh most cell cites I think use high precision GPS timing to sync the 
TDMA/CDMA data transmissions, your phone is probably really accurate 
:-)

Any decent sized website should have easy access to pretty accurate time. 
Outside providers like nist, or a Pi and a GPS module will do. There are 
more expensive units that do CDMA (great if you don't have access to sky 
for GPS antenna).

But always show up early and F5 the hell out of it.
