I think the “hot concert” analogy is pretty close. Most bands and organizations have fan or membership clubs where they offer their supporters/fans/members the possibility of purchasing tickets early to highly desirable events as part of membership. 

If you charged say $200 annually to become a “supporting member” of Replay Foundation and gave some perks along with that, it might help. Perks could include the ability to buy one entry at “presale”, discounted show prices, merchandise, giveaways, special event access, newsletter etc. 

If I were doing it, I think I would allot up to 80% for “members” potential purchase, if you get more than 800 members who want in, than do a lottery, but limiting it to one per membership would likely keep it manageable. The other 20% would be allowed for the “free for all” that you have now, plus whatever didn’t get snatched up in presale.
