[FSPA] Spinners Preplays

What are the rules for these pre-plays?  If I just have some time on a
random evening to come in and play some games, would that count?  I thought
the rules were that we were supposed to play with another competitor, but I
have seen several emails like this, so maybe it's being handled more
casually and "honor system"?  Sorry for the dumb question from a newcomer!!
