[FSPA] Spinners Preplays

Rules:
Must declare the effort before the game starts as a preplay (so you keep the score... good or bad)Play league rules (extra balls, etc)Must play with at least one other player - does not need to be a league person
Record your scores and report to the list

What are the rules for these pre-plays?  If I just have some time on a random evening to come in and play some games, would that count?  I thought the rules were that we were supposed to play with another competitor, but I have seen several emails like this, so maybe it's being handled more casually and "honor system"?  Sorry for the dumb question from a newcomer!!
