[FSPA] VUK playoffs this Sunday 8/27!

How exactly are they being rewarded for forfeiting?  They still get zero
league points for missed games, they might have to play in the same or
higher group than before, and they have a minuscule bump to a second
tiebreaker.  I'd wager the number of times this has actually affected
playoffs fits on one of my hands after I've handled too many fireworks.

Not granting effective points for forfeits IS a reward, as it allows people
to intentionally drop groups.
