[FSPA] Steve and Ashley P. missing VBH

I spoke at length with Joe about this - I now understand the exactly 2 week
cutoff is to make it easier for groupings... because what would you do when
a player gets a ff on the first game of the next week missed?

its impossible to accommodate all situations and regardless of the reasons
for missing league, the rules should first consider attending players and
ease of administration before special circumstances.

Thanks, Joe.
