[FSPA] Ghostbuster Proposal--CarPool

If you want to disable video skill shot,  I suggest someone find a previous
copy of the code that doesn't include it.   Otherwise it should be fair
game.  On the other hand, you could just put Tron in that spot and everyone
would be super happy.
